Trade Districts

Treasury Bank Organization established Registered Offices to manage digital payment within special districts, that increases funding for disadvantaged communities as well as other types of infrastructure projects. To qualify, a city/county must meet the criteria for disadvantaged communities, including having areas with high unemployment or high crime rates, neighborhoods with deteriorated infrastructure, and/or areas with a significantly lower median household income.

Treasury Bank Organization utilize a special district formula with the powers of eminent domain and do not require public vote for creation or issuance of securities and payment automony, however they are subject to majority petition and protest at adoption. Treasury Bank Organization are governed by its board members made up of at least 3 members of a legislative body and 2 community members who live or work in the district area.

Although there are not yet any approved Treasury Bank Organization’s Special Districts in the United State, several jurisdictions are in process of forming their own Treasury Bank.

International Council

TBO policy direction is guided by the International Offices to governing board known as the International Councils. The International Councils is composed of Districts that include an elected representative of one or more cities of approximately equal population levels that have a geographic community of interest. Additionally, membership in TBO’s Administration Home Charter AHC includes one representative from each county Board of Supervisors.

Administrative Home Charter AHC

The TCO established the Administrative Home Charter AHC to deal with matters pertaining to human resources, budgets, finance, operations, communications and any other matter referred by the TBO. A AHC includes TBO officers, policy committee chairs and vice chairs, and one tribal government representative if that person is not in a TBO leadership role. Additional Regional Council members are appointed by the AHC to make sure that every sub region has at least one member on its committee.

AHC Districts

AHC Districts that include an elected representative of one or more cities of approximately equal population levels that have a geographic community of interest. Additionally, membership in TBO’s AHC includes one representative from each county Board of Supervisors as Policy Committees and Community Task Forces.

Policy Committees and Community Task Forces

This committees is a Policy and Community Investment regulator that have a AHC representative with one voting seat on one of TBO’s investment objects:

  • Real Estate
  • Transportation
  • Infrastructure
  • Utilities
  • Business
  • Employment

Members of the Regional Council are appointed to one of the policy committees for two-year terms. Most of the discussion and debate on the “nuts and bolts” of a policy issue occurs in the committees. Issues to be considered by the Regional Council must come through one or more of the committees.
